According to the inspection and quarantine supervision and management measures of import and export feed and feed additive, China’s General Administration of Customs implements a registration system for overseas manufacturers that are allowed to export feed to China and should be from registered overseas manufacturing companies.
The registration also includes countries allowed to export pet food to China. Classification of feed involves (1)Compound feed which includes pet feed, (2)Concentrated feed includes protein supplement feed. (3) Additive premix feed: compound premix feed, trace element premix feed, vitamin premix feed (4). Concentrate supplements: mixed concentrated feed, etc., mainly composed of energy feed, protein feed, mineral feed, and some feed additives
The overall registration process for factory registration is around 6 to 12 months or above for pet food registration depend on many factors including the factory located in countries that are already approved to export pet food in China. The process is shorter for feed additives, it is estimated to 1 to 3 months to complete factory registration after submitting all the required material.
Overseas manufacturing companies shall meet the relevant requirements of the Chinese laws, regulations, and standards to export to China, and also meet the requirements according to Chinese laws, regulations, and standards, and therefore apply for the General Administration of Customs China, (GACC)
Recommended materials must be provided by the overseas manufacturers should include:
(1) Enterprise information: company name, address, official approval number;
(2) Registered product information: registered product name, main raw materials, usage, etc.;
(3) Official certificate: That proves the recommended enterprise has been approved by the
competent authority and its products are allowed to be sold freely in the exporting country or region.
The General Administration of Customs shall review the recommended materials. If the review is unqualified, the applicant shall be notified to make corrections, after passing the review, the General Administration of Customs will send experts to the country of origin for final review of its feed safety supervision system after consulting with the competent authority of the exporting country, conduct random checks on the enterprises applying for registration. Companies that do not meet the requirements after being checked, will not be registered, and the reason will be reported to the competent authority of the exporting country; other recommended applicants that meet the requirements after review, will be registered and their company name will appear on the General Administration of Customs system and will be valid for 5 years
